AI Chatbot Development Cost UAE: The Honest Range
AI chatbot development cost UAE teams quote runs from AED 15,000 for a simple bot to AED 350,000 for an integrated, Arabic-capable system.
Dubai-registered. Dubai-managed. Engineering across five locations.
QuantumBlock is an AI development company in Dubai that integrates large language models into your products and operations: RAG knowledge bots on your documents, WhatsApp and web assistants, Arabic and English voice agents, and Arabic models such as Falcon-H1, Jais 2 and ALLaM hosted in UAE or KSA regions for PDPL compliance.
We reply on WhatsApp within one business hour (Sunday to Friday, 09:00 to 18:00 Gulf time) and within 24 hours otherwise.
The cost of getting this wrong
An assistant that quotes last year's price list or invents a refund policy costs more trust in one screenshot than it saves in a month of answered questions.
English-first bots answer Gulf Arabic with stiff, formal replies or misread it entirely. For a Saudi customer base, an assistant that is not good in Arabic is simply not deployable.
Customer records sent to a model hosted outside the region, with no agreement on retention, is exactly the question UAE and Saudi PDPL now ask. Answering it after launch is expensive.
Every Gulf company now has an AI chatbot story, and most of them end the same way. The bot launched on the website, it handled the easy questions, and then it told a customer that a discontinued package was still available at last year's price. Someone screenshotted it. The bot was switched off "for maintenance" and never came back. The problem was not the model. It was a knowledge base nobody cleaned, no way to measure accuracy before launch, and no rule for what the bot should do when it did not know.
Language is the second trap. Most off-the-shelf assistants are built in English and translated, and it shows. They answer a relaxed Gulf Arabic message in stiff, formal Arabic, or misread a mixed Arabic and English voice note completely. In Saudi Arabia in particular, buyers expect an assistant that sounds like a capable local operator, and one that does not is not deployable, however good its English. Choosing the wrong model here is expensive, because you usually discover it after the integration work is done.
The third cost is regulatory, and it arrives late. UAE PDPL is in force, and Saudi PDPL has been fully enforceable since September 2024 with fines of up to SAR 5 million (GRC Vantage). An assistant that sends customer records to a model hosted outside the region, with no agreement on retention or training, is precisely the kind of processing those laws ask about. Answering that question in the design phase costs a few decisions. Answering it after launch costs a rebuild.
There is also the quieter cost of the assistant nobody uses. Staff try it twice, get a vague answer that cites nothing, and go back to asking the colleague who has been there longest. Adoption is not a training problem. It is an accuracy and trust problem, and it is solved in the build, not in the launch email.
A different way to buy engineering
A good assistant is mostly a good librarian. The model matters less than whether it finds the right paragraph in your documents, cites it, and admits when there is none.
So the work is judged by one number anyone can read: how often it answers your real questions correctly, in Arabic and English, before a customer ever sees it.
Your documents, your region, your evaluation set, and a model you are free to replace.
We start from the question, not the model. In week one we pick one use case with a clear owner, such as customer support on WhatsApp, an internal policy assistant, or an Arabic and English phone line for bookings, and audit the documents behind it. Then we build retrieval that answers from your sources with citations, and an evaluation set of real questions with correct answers. That set is how we choose the model, tune the prompts and decide when the assistant is ready. If it cannot hit the agreed accuracy on your own questions, it does not launch. That rule sounds obvious. It is also the one most chatbot projects skip.
We are model-agnostic in practice, not just in the brochure. Claude, GPT and Gemini are excellent general models, and we use them where they fit. For Arabic, we also test the regional models: Falcon-H1 Arabic from TII, which ranked first on the Open Arabic LLM Leaderboard at launch, Jais 2, ALLaM for Saudi public sector work, and K2 Think for reasoning-heavy tasks. For voice, ElevenLabs, Vapi or Retell, with the telephony wiring and hand-off to your team done properly. Our own engineers build with Claude Code and Codex every day, which keeps the team small and fast and keeps us honest about what these models actually do well.
Delivery is led from Dubai, where your engagement lead owns scope, data decisions and the relationship, with engineers in Yerevan working in the same time zone as Dubai. Hosting sits in AWS me-central-1, Azure UAE North, Google me-central2 or Oracle Riyadh and Jeddah when your data needs to stay in the region, or on your own servers with an open Arabic model. If your real need is an agent that takes actions in your systems, not only answers questions, we will point you to AI agents and automation. For budget planning, our AI chatbot development cost guide for the UAE sets out what the market charges, with every range sourced.
How it works
Week 1
We pick the one use case with a clear owner and a measurable outcome, then look hard at the documents and data behind it. Outdated policies and duplicate price lists are found now, not by a customer later.
Week 2
Your documents are chunked, indexed and retrieved with citations. In parallel we write an evaluation set of real questions with correct answers, so accuracy is a number, not a feeling.
Week 3
The assistant goes where your customers or staff already are, a web widget, a WhatsApp Business number, a phone line or an internal tool, with Arabic and English tested on real conversations.
Week 4
Topic limits, refusal rules, hand-off to a person, cost and quality monitoring, then launch. You get the code, the index pipeline and the evaluation set, so the assistant can be improved without us.

Use ChatGPT Enterprise when the goal is staff productivity on general tasks. Build an integration when the assistant must answer from your own data, act inside your systems, face customers, or keep data in a UAE or Saudi region. Many companies need both.
It depends on the job. Falcon-H1 Arabic is a strong open model for self-hosting, Jais 2 suits UAE-aligned deployments, and ALLaM is the natural choice for Saudi public sector work. We test candidates on your own Arabic data before choosing.
RAG, retrieval-augmented generation, looks up the relevant passages in your documents and has the model answer from them with citations. It stays current when documents change, costs far less than fine-tuning and makes wrong answers traceable.

Usually, yes. We add AI features such as search, summaries, assistants or document extraction to web and mobile apps through a small service layer, without rewriting the product. We review your codebase first and tell you honestly if a rebuild is needed.
