Dubai-registered. Dubai-managed. Engineering across five locations.
AI and Software Development Company for Riyadh
QuantumBlock Solutions delivers AI and software development for Riyadh from our Dubai office, with on-site sprints for workshops, discovery and go-live. We are not yet Saudi CR registered; engagements run through our Dubai entity while we build toward a Kingdom presence.
We reply on WhatsApp within one business hour (Sunday to Friday, 09:00 to 18:00 Gulf time) and within 24 hours otherwise.
We serve Riyadh from Dubai. We do not have an office in Riyadh; delivery is managed from our Dubai office at Meydan.
Who we work with in Riyadh
Riyadh clients arrive with two problems at once: a talent gap and a 2026 mandate to move fast on AI. Saudi Arabia declared 2026 the Year of AI, and the Kingdom faces a projected shortage of 663,000 skilled workers by 2030, with 93 percent of organisations already reporting a talent gap. We work with trading companies, government adjacent contractors and mid-size enterprises that need AI agents, custom software or staff augmentation without waiting a year to hire the team themselves. Our services run the same seven ways in Riyadh as they do in Dubai, from AI agents to fractional CTO time.
The client owns all the code and IP that comes out of a Riyadh engagement, always. An NDA goes out within 24 hours of a first real conversation, and a fixed quote follows within two business days, whether the answer ends up being a two week audit or a longer build.
How an engagement runs from Dubai
We are honest about where we stand today: we do not have a Riyadh office and we are not yet Saudi CR registered. Engagements run through our Dubai entity, with on-site sprints in Riyadh for discovery, stakeholder workshops and go-live, so the people who need to be in the room are, without the overhead of standing up a second entity before the work has proven itself.
Local rules that shape the build
The Saudi PDPL has been fully enforceable since September 2024, and NCA ECC controls require in-Kingdom data residency and failover for regulated workloads. We host on Oracle Cloud Riyadh and Jeddah, Google Cloud's Dammam region, STC Cloud or AWS Middle East with in-Kingdom options, matched to whichever residency requirement your project actually carries. Government IT work adds another layer: Etimad vendor registration needs a Saudi commercial registration, ZATCA registration, a Chamber membership and GOSI, which is why we scope the technical build now and plan the registration path alongside it. Our guide to Saudi PDPL and NCA data residency rules walks through what that means for a hosting decision in practice.
Start with a fixed scope first project
The AI Opportunity Audit is the lowest risk way to start a Riyadh engagement: two weeks, a ranked list of what is worth automating, and a clear answer on whether the next step is a four week pilot or a ten week MVP Sprint. Saudi IT services are growing about eighteen percent a year, and the businesses that move first on a scoped pilot are the ones that get to be the case study, not the ones reading about it.
We would rather tell a Riyadh founder the honest limits of what we can do today, no Saudi CR yet, no local office, than dress up a partnership we have not built. What we can promise is a fixed scope, a fixed timeline, and an engineer on WhatsApp who answers the hard questions directly instead of routing them through a sales layer.
Message us through our contact page or on WhatsApp, and an engineer replies within one business hour, Sunday to Friday, honest about what we can and cannot do in the Kingdom today.

Questions buyers ask us
Do you have a Saudi CR?
Not yet. Engagements run through our Dubai registered entity today, with on-site sprints in Riyadh for discovery, workshops and go-live; a Saudi commercial registration is on our roadmap as our Kingdom work grows.
Can data stay in the Kingdom?
Yes, when a project requires it. We host on Oracle Cloud Riyadh and Jeddah, Google Cloud's Dammam region or STC Cloud, which keeps data resident and satisfies NCA ECC in-Kingdom failover requirements.
Do you support Etimad tenders?
Not directly yet. Etimad vendor registration requires a Saudi commercial registration, which is on our roadmap. Until then we scope and build the technical work, and coordinate with your Etimad registered channel for the tender facing paperwork.
Do you work in Arabic?
Yes, for the product itself. Arabic language chatbots, voice agents and RTL interfaces are part of our standard AI and software work, with Arabic communication arranged when your team prefers it.
Do you have a local office in Riyadh?
No. We deliver from Dubai with on-site sprints in Riyadh for workshops, discovery and go-live, so the people who need to be in the room are, without carrying the overhead of a second office.
How do on-site sprints work?
We block out focused days in Riyadh around key milestones, stakeholder workshops and go-live, then engineering continues from our Yerevan team, managed from Dubai, between visits.
What is your minimum engagement?
The AI Opportunity Audit, two weeks, is the smallest engagement we offer, mapping which workflows are worth automating before you commit to a larger Riyadh build.
