The AI Readiness UAE Checklist Every SME Should Run First
An AI readiness UAE checklist covering data, process, people and compliance for SMEs, with the twelve questions our readiness tool actually scores.
Dubai-registered. Dubai-managed. Engineering across five locations.
QuantumBlock is an IT consulting company in Dubai for owners who need a straight answer: what to build, what to buy, what to stop paying for. Technology audits, AI readiness, compliance roadmaps for UAE and Saudi PDPL, and tender-ready documentation, delivered by engineers who then build what they recommend.
We reply on WhatsApp within one business hour (Sunday to Friday, 09:00 to 18:00 Gulf time) and within 24 hours otherwise.
The cost of getting this wrong
Forty slides of frameworks and a recommendation to hire the consultancy for phase two. Nothing in it tells you what to do on Monday morning.
Overlapping subscriptions, three CRMs across three departments and an ERP module switched on but never adopted, all renewing automatically every year.
The government tender asks for PDPL documentation, ICV or Etimad registration and a data residency statement, and the deadline is in two weeks.
Most Gulf business owners have received at least one strategy deck. Forty slides of frameworks, a maturity model with five colourful levels, and a final recommendation to hire the same consultancy for phase two. What it never contains is a straight answer to the question you asked: what should we build, what should we buy, and what should we stop paying for? Advice is only worth paying for if it gives you something to act on by Monday morning.
The second cost is spread across a dozen invoices, which is why nobody sees it. A few years of growth leave most companies with overlapping subscriptions, a different CRM in every department, an ERP module that was switched on and never adopted, and a cloud account opened by a developer who left in 2023. Each renewal looks small. Together they are a line item that would pay for a real improvement, and they carry risk too: shared passwords, data sitting in personal accounts and systems nobody can explain to an auditor.
The third cost arrives with a deadline. A government or semi-government tender asks for a data residency statement, PDPL documentation, an ICV certificate or Etimad registration, and the submission is due in two weeks. The ICV certificate alone is required for more than 60 percent of Abu Dhabi tenders and all ADNOC contracts, according to Farah Solutions, and Saudi PDPL carries fines of up to SAR 5 million (GRC Vantage). Compliance discovered at the tender stage is compliance done in a panic, and it shows.
A different way to buy engineering
Our consultants are engineers. Every recommendation has to survive the question of who will build it, how long it will take and what it will cost to run, because the same team may be asked to deliver it.
We also use AI agents in our own daily delivery, so our AI readiness advice comes from practice. We can tell you which of your workflows are ready for automation and which need cleaner data or a better process first.
A straight answer in three weeks, ranked options, and the choice of who builds it.
As an IT consulting company in Dubai, we keep the engagement short and the output practical. In week one we interview the people who run the business and the people who run the systems, and inventory every application, subscription, vendor and data flow. In week two you get findings in plain language: what works, what is at risk, what you are paying for twice, with options for each problem ranked by value, effort and risk. In week three that becomes a twelve-month roadmap with an owner, an effort estimate and a measurable outcome for every item. It is written to be taken straight to a board, a bank or a tender committee, and to be understood by all three.
Our consultants are engineers, and that changes the advice. Every recommendation has to survive the question of who will build it, how long it will take and what it will cost to run, because we may be the ones asked to deliver it. We also use AI agents in our own daily delivery, so our AI readiness assessments come from practice rather than from a vendor's brochure. We will tell you which workflows are ready for automation now, which need cleaner data first, and which should simply be a better process with no AI at all. On compliance, we map your systems against UAE PDPL, Saudi PDPL and NCA controls, and prepare the technical documentation that ICV and Etimad submissions depend on.
We also keep the method deliberately plain. There is no maturity model with five colourful levels, no proprietary framework you have to learn, and no recommendation whose main purpose is to create a phase two. When the honest answer is that you do not need a new system, only a better process or one integration between two tools you already pay for, we say so, and the roadmap will be shorter for it. That is usually the most valuable finding in the report.
The engagement is led from Dubai by someone you can meet, call or message on WhatsApp, with engineers in Yerevan, in the same time zone, doing the technical inventory and analysis. At the end you choose who builds the roadmap. We are happy to deliver the first item on a fixed-scope quote, and if you prefer another vendor, the roadmap is written so they can pick it up without us. If the roadmap points to moving infrastructure, our cloud, DevOps and data engineering team takes it from there. For budget context, the Dubai market prices a discovery or assessment phase at AED 15,000 to 50,000 according to Netclues, as covered in our AI agent development cost guide.
How it works
Week 1
We interview the people who run the business and the people who run the systems, then list every application, subscription, vendor and data flow, including the ones that live in someone's personal account.
Week 2
What works, what is at risk and what is being paid for twice, written in plain language. Each problem comes with options ranked by value, effort and risk, not a single answer we happen to sell.
Week 3
A sequenced roadmap for the next twelve months, with an owner, an effort estimate and a measurable outcome for every item, ready to take to your board, your bank or a tender committee.
Optional
If you want, the same engineers who wrote the recommendation deliver the first item on a fixed-scope quote. If you prefer another vendor, the roadmap is written so they can pick it up.

At the end of an audit or roadmap engagement, you have documents you can act on:
2 weeks · fixed scope
A ranked map of what to automate first, with effort and payback for each item.
Fixed quote within 2 business days.
Why it is safe to start
On WhatsApp, Sunday to Friday, 09:00 to 18:00 Gulf time, and within 24 hours otherwise. From an engineer, never a bot.
Send your brief under NDA before you tell us anything sensitive. Fixed quote within 2 business days.
Code, infrastructure, accounts and IP are yours from day one. No lock-in, no retained access.
UAE or KSA cloud regions when you need them (AWS me-central-1, Azure UAE North, Google me-central2, Oracle Riyadh and Jeddah). Built for UAE PDPL and Saudi PDPL.
QuantumBlock Solutions L.L.C-FZ, Meydan Free Zone licence 2424573.01. A licensed company you can meet, not a reseller.
Every engagement starts with a fixed-scope, fixed-timeline first project so you can judge us on delivery before committing further.
We start a limited number of new engagements each quarter so every project gets a senior engineer from day one. If your timeline is this quarter, message us this week.
Interviews with leadership and the people who run your systems, an inventory of applications, vendors, subscriptions and data flows, a review of security basics and cloud costs, and a written report of risks and savings ranked by value, effort and urgency.
We look at four things for each candidate workflow: volume, the quality and accessibility of the data behind it, the systems it touches, and how success would be measured. The output is a ranked backlog of what to automate first and what to fix before automating.
Yes. We prepare the technical sections of tender responses, architecture and security documentation, data residency statements and PDPL alignment, and support your ICV or Etimad readiness. We do not issue certificates; we help you meet the requirements behind them.
The UAE Personal Data Protection Law governs how companies collect, store and transfer personal data. If you process data about customers or staff in the UAE, it very likely applies, even though its executive regulations were still pending as of September 2026.
Yes. Most engagements involve an existing provider, and we work alongside them. Our job is an independent view for you, not to replace anyone doing good work. Where we find problems, we raise them with evidence and a fair chance to fix them.
Most audits and roadmaps take three weeks, and the AI Opportunity Audit takes two. Larger transformations run as a sequence of short, fixed-scope phases, so you can stop, pause or change direction after each one.
We do not publish prices. After a scoping call you get a fixed quote within 2 business days, and the scope, duration and deliverables are agreed in writing before any work starts. No open-ended day rates.
