Fractional CTO

A fractional CTO in Dubai gives your company senior technology leadership for a fraction of a full-time hire: strategy, architecture, vendor and hiring decisions, and board-level reporting. Unlike a solo consultant, QuantumBlock's fractional CTO comes with a delivery team, so decisions turn into shipped software.

Fractional CTO

The cost of getting this wrong

What getting Fractional CTO wrong costs you

The rewrite nobody budgeted for

The rewrite nobody budgeted for

An architecture chosen by whoever was available works until the first real growth spurt, then the only way forward is to rebuild the product you already paid for once.

Vendors marking their own homework

Vendors marking their own homework

Without a technical owner on your side, the agency that builds the software also decides whether it is good, how long it should take and what the next phase costs.

The due diligence surprise

The due diligence surprise

An investor's technical review finds no documentation, shared passwords and a single developer who knows how anything works. The valuation conversation changes tone quickly.

It is better to invest a modest amount in expert consultancy than to spend a fortune correcting the mistakes. Nowhere is that truer than in technology leadership. Most Gulf SMEs make their biggest technical decisions long before anyone senior is in the room. The stack was chosen by the first freelancer, the cloud account is on a founder's personal card, and the architecture was designed for the first few customers. It all works, right up to the first growth spurt, when the only way forward is to rebuild a product you have already paid for once.

The second cost is harder to see. Without a technical owner on your side of the table, your agency or outsourced team is marking its own homework. They tell you how long a feature should take, whether the code is good and what the next phase will cost, and you have no independent way to check. Most vendors are honest. The problem is that you cannot tell which ones, and the vendor who quoted six weeks and delivered a login screen is not a myth. Full-time CTOs in Dubai cost AED 50,000 to 125,000 a month, according to Keenops, which is why so many growing companies go without one for too long.

The third cost arrives with money. An investor's technical due diligence finds no documentation, shared admin passwords and one developer who is the only person who understands the deployment. Meanwhile UAE organisations expect AI to take roughly a fifth of their IT budgets by 2027, as The National reports, which means bigger technology bets are coming whether or not anyone qualified is steering them. Spending that budget without a technical owner is how companies end up with three overlapping AI subscriptions and no working system.

A different way to buy engineering

A CTO who can ship, not only advise

The job of a CTO is to make decisions that are still right in two years, and to be around when they are tested. Part-time does not have to mean partly accountable.

Your fractional CTO puts their name to the roadmap, the architecture and the vendor calls, and answers for them at the next board meeting.

Senior technology leadership, a team that ships, and a quarterly check on whether you still need us.

A CTO who can ship, not only advise

A fractional CTO engagement with us starts with evidence, not opinions. In the first week we read the code, the cloud bill, the vendor contracts and the org chart, and talk to the people behind them. The output is a risk register in plain language, ranked by what could hurt the business soonest, followed within the first month by a roadmap, a target architecture and a team plan. After that it runs monthly: standing time with the founders and the team, reviews of architecture and code, vendor management, interviews for key hires, and a short monthly report written for a board, not for engineers. Every quarter we reset the roadmap against what the business actually needs, including the honest question of whether you should now hire a full-time CTO.

The difference that matters most is that our fractional CTO does not work alone. Most fractional CTOs in the market are solo consultants: they write a strong roadmap and then leave you to find someone to build it. Ours sits on top of a delivery team, so a decision can become a shipped change within days, and the person who recommended an architecture is accountable for it working. We run that team with AI coding agents under senior review, which keeps it small and quick, and it means your CTO can tell you from daily practice which of these tools belong in your own engineering process and which are still mostly marketing.

The leadership is in Dubai. Your fractional CTO is available for board meetings, investor calls and the occasional whiteboard session in person, and replies on WhatsApp like any other member of your leadership team. The engineers behind them work from Yerevan, in the same time zone as Dubai, and pick up the work the roadmap creates, whether that is a rebuild, a new product or a clean-up of what exists. If the first thing you need is a product built rather than led, see custom software and MVP development. If you want to understand the economics first, our fractional CTO cost guide for Dubai compares market ranges for fractional and full-time leadership, with sources.

How it works

How the engagement runs, week by week

  1. Week 1

    Technology audit and risk register

We read the code, the cloud bill, the vendor contracts and the org chart, then interview the people behind them. You get a plain-language risk register ranked by what could hurt the business first.

  2. Week 2 to 4

    Roadmap, architecture and team plan

A twelve-month roadmap tied to business goals, the target architecture and the decisions needed to reach it, and a team plan that says who to hire, who to contract and what to stop paying for.

  3. Monthly

    Leadership, reviews, hiring, board reporting

Standing time with founders and the team, architecture and code reviews, vendor management, interviews for key hires, and a monthly technology report your board or investors can read in five minutes.

  4. Quarterly

    Roadmap reset against business goals

Every quarter we compare what shipped with what the business needed, reset priorities, and decide together whether the engagement should grow, shrink or hand over to a full-time CTO.

Fit

Who this is for

  • A founder-led company with 20 to 500 staff that spends real money on technology but has nobody senior on its own side of the table.
  • A startup preparing to raise, facing investor questions about architecture, security and team, or about to hire its first engineers.
  • A company with one or more outsourced vendors that wants an independent technical owner to manage them, check the work and make the calls.
  • Not for you if you already have a strong full-time CTO. In that case you probably need more engineers, not more leadership, and our dedicated teams are the better fit.

Deliverables

What you get

Questions buyers ask us

What does a fractional CTO actually do each week?

Makes and documents technology decisions, reviews architecture and code, manages vendors and contractors, interviews candidates, unblocks the team and keeps a written roadmap current. You get a short weekly update and a monthly report you could forward to your board.

When does a startup need a fractional CTO instead of a senior developer?

When the hard questions stop being how to build a feature and start being what to build, which vendor to trust, who to hire, and how to answer an investor. A senior developer writes excellent code. A CTO owns decisions that outlive the code.

How is a fractional CTO different from a technical advisor?

An advisor gives opinions in a monthly call and carries no accountability for outcomes. A fractional CTO owns the roadmap, sits in the hiring and vendor decisions, reports to the board and answers for delivery. Ours also brings a team to build.

How many hours per month do we get?

It is agreed in the scoping call and written into the engagement, based on your stage and how much delivery oversight you need. Most companies start with a fixed weekly rhythm and adjust after the first quarterly review.

Can the fractional CTO manage our existing vendors?

Yes, and it is often the most valuable part. We review contracts, estimates and code quality, set delivery milestones, and give you an independent view of whether an existing agency is performing. We do not push you to replace anyone who is doing good work.

What does a fractional CTO cost in Dubai?

We do not publish prices. After a scoping call you get a fixed quote within 2 business days. For market ranges in Dubai, sourced and compared with a full-time hire, see our fractional CTO cost guide.

Can you help with investor technical due diligence?

Yes, on both sides. We prepare startups for due diligence with documentation, security baselines and a clear architecture story, and we run technical due diligence for investors assessing a Gulf company before they commit.
