The AI Readiness UAE Checklist Every SME Should Run First
An AI readiness UAE checklist covering data, process, people and compliance for SMEs, with the twelve questions our readiness tool actually scores.
Dubai-registered. Dubai-managed. Engineering across five locations.
QuantumBlock is an IT consulting company serving Abu Dhabi from our Dubai office, ninety minutes away, with on-site days included in every Abu Dhabi engagement. Abu Dhabi is targeting the world's first AI-native government by 2027, and we deliver technology audits, sovereign cloud roadmaps and ICV or PDPL readiness documentation, built by engineers who can then deliver what they recommend.
We reply on WhatsApp within one business hour (Sunday to Friday, 09:00 to 18:00 Gulf time) and within 24 hours otherwise.
This page covers IT Consulting and Digital Transformation for companies in Abu Dhabi. For the full service, see IT Consulting and Digital Transformation.
The cost of getting this wrong
An Abu Dhabi owner chasing the emirate's push toward an AI-native government by 2027, backed by AED 13 billion committed for 2025 to 2027, does not need a forty-slide strategy deck with a maturity model and a recommendation to hire the same consultancy for phase two. What that deck never answers is what to build, what to buy and what to stop paying for, and a business that cannot answer those three questions is not ready to compete for the contracts that direction is creating.
The second cost is procedural and shows up at the worst possible time. More than 60 percent of Abu Dhabi tenders, and every ADNOC contract, require an In-Country Value certificate, and a data residency statement or PDPL alignment discovered two weeks before a submission deadline is compliance done in a panic. Abu Dhabi's separate target of 100 percent sovereign cloud behind more than 100 live government AI use cases adds another question that most technology audits never ask: not just is the system secure, but is it hosted where a government-adjacent contract actually requires.
The third cost is quieter and spread across a dozen invoices: overlapping subscriptions, a CRM in every department, and a cloud account opened by a developer who left years ago, all renewing automatically while nobody checks whether Abu Dhabi's compliance direction has moved past them.
A different way to buy engineering
We are served from our Dubai office, 90 minutes away; on-site days included in every Abu Dhabi engagement, so the interview week, the findings review and the final roadmap presentation happen in the room with you, while the analysis between visits runs from Dubai on the same working day. Week one interviews the people who run the business and the systems, and inventories every application, subscription, vendor and data flow, including anything living in someone's personal account.
Because our consultants are engineers, every recommendation is tested against who will build it and what it will cost to run, and for a government-adjacent client that test now includes Abu Dhabi's own direction: does this roadmap item support ICV readiness, does it need to sit on sovereign cloud, and is the data handling defensible against UAE PDPL, whose executive regulations were still pending as of September 2026. We map your systems against PDPL and NCA-style controls and prepare the technical documentation an ICV or Etimad-style submission depends on. Where the answer is a better process rather than a new system, we say so, and the roadmap is shorter for it.
Fixed scope first, a demo every week, and you own all of the code.
At the end you choose who builds the roadmap. We are happy to deliver the first item on a fixed-scope quote, and if you prefer another vendor, the roadmap is written so they can pick it up without us. If it points to moving infrastructure, our cloud, DevOps and data engineering team takes it from there.
How it works
Week 1
We interview the people who run the business and the people who run the systems, then list every application, subscription, vendor and data flow, including the ones that live in someone's personal account.
Week 2
What works, what is at risk and what is being paid for twice, written in plain language. Each problem comes with options ranked by value, effort and risk, not a single answer we happen to sell.
Week 3
A sequenced roadmap for the next twelve months, with an owner, an effort estimate and a measurable outcome for every item, ready to take to your board, your bank or a tender committee.
Optional
If you want, the same engineers who wrote the recommendation deliver the first item on a fixed-scope quote. If you prefer another vendor, the roadmap is written so they can pick it up.

No. We are served from our Dubai office, ninety minutes away, with on-site days included in every Abu Dhabi engagement for the interview week, the findings review and the final roadmap presentation.
Yes. Since more than 60 percent of Abu Dhabi tenders and every ADNOC contract require an In-Country Value certificate, we prepare the technical documentation, vendor records and data residency statements that ICV and tender submissions ask for, though we do not issue the certificate itself.
Abu Dhabi is targeting the world's first AI-native government by 2027, and for a government-adjacent client we weigh every roadmap item against that direction, including which workflows are realistic candidates for automation now and which need cleaner data first.
Yes. Abu Dhabi's 100 percent sovereign cloud target for government AI use cases shapes our hosting recommendations, and where it applies we point to Azure UAE Central, Oracle Cloud Abu Dhabi or a Core42 sovereign environment rather than a default region.
The UAE Personal Data Protection Law governs how companies collect, store and transfer personal data. If you process data about customers or staff in the UAE it very likely applies, even though its executive regulations were still pending as of September 2026.
Most audits and roadmaps take three weeks, and the AI Opportunity Audit takes two, with on-site days built in for the interview week and the final roadmap presentation.
Yes. Most engagements involve an existing provider, and we work alongside them, giving you an independent view rather than trying to replace anyone doing good work.
We do not publish prices. After a scoping call you get a fixed quote within 2 business days, and the scope, duration and deliverables are agreed in writing before any work starts.
