The AI Readiness UAE Checklist Every SME Should Run First
An AI readiness UAE checklist covering data, process, people and compliance for SMEs, with the twelve questions our readiness tool actually scores.
Dubai-registered. Dubai-managed. Engineering across five locations.
QuantumBlock is an IT consulting partner for Riyadh owners who need a straight answer: what to build, what to buy, what to stop paying for. Delivered from Dubai with on-site sprints in Riyadh, we run technology audits, AI readiness reviews and Saudi PDPL and NCA gap analysis, with Etimad-ready documentation prepared alongside your registered channel.
We reply on WhatsApp within one business hour (Sunday to Friday, 09:00 to 18:00 Gulf time) and within 24 hours otherwise.
This page covers IT Consulting and Digital Transformation for companies in Riyadh. For the full service, see IT Consulting and Digital Transformation.
The cost of getting this wrong
A Riyadh business owner who has sat through a strategy deck knows the shape of the problem: forty slides of frameworks and a recommendation to hire the same consultancy for phase two, with nothing telling you what to do on Monday morning. The Year of AI mandate has made this worse, not better, because more consultancies now arrive with an AI slide added to the same deck.
The second cost is spread across a dozen invoices. Years of growth leave most companies with overlapping subscriptions, a different CRM in every department and a cloud account opened by a developer who left years ago. Each renewal looks small on its own, and together they carry real risk: shared passwords, data sitting in a personal account, and no clear answer for a Saudi PDPL or NCA ECC review if one arrives.
The third cost arrives with a deadline. A government or semi-government tender in Riyadh asks for Etimad vendor registration, which itself needs a Saudi commercial registration, ZATCA registration, a Chamber membership and GOSI, alongside a data residency statement and PDPL documentation. Compliance discovered at the tender stage, two weeks before submission, is compliance done in a panic, and it shows in the paperwork.
A different way to buy engineering
We keep the engagement short and the output practical, the same as anywhere else we work. In week one we interview the people who run the business and the systems, and inventory every application, subscription and data flow, including the ones living in someone's personal account. In week two you get findings in plain language, ranked by value, effort and risk. In week three that becomes a twelve-month roadmap with an owner and a measurable outcome for every item, written to be understood by a board, a bank or a tender committee.
Delivery is led from Dubai, with on-site sprints in Riyadh for the interviews and workshops that need a room rather than a call. On compliance, we map your systems against Saudi PDPL and NCA ECC controls and prepare the technical documentation an Etimad submission depends on. We are not Etimad registered ourselves, since that needs a Saudi commercial registration we do not yet hold, so we are explicit about that boundary: we build the technical case, and your registered channel or your own registration handles the vendor paperwork.
Fixed scope first, a demo every week, and you own all of the code.
Our consultants are engineers, so every recommendation has to survive the question of who will build it and what it will cost to run. Where the Year of AI push has clients asking for an AI readiness view, we assess it the same way we always have: which workflows are ready for automation now, which need cleaner data first, and which should simply be a better process with no AI at all.
How it works
Week 1
We interview the people who run the business and the people who run the systems, then list every application, subscription, vendor and data flow, including the ones that live in someone's personal account.
Week 2
What works, what is at risk and what is being paid for twice, written in plain language. Each problem comes with options ranked by value, effort and risk, not a single answer we happen to sell.
Week 3
A sequenced roadmap for the next twelve months, with an owner, an effort estimate and a measurable outcome for every item, ready to take to your board, your bank or a tender committee.
Optional
If you want, the same engineers who wrote the recommendation deliver the first item on a fixed-scope quote. If you prefer another vendor, the roadmap is written so they can pick it up.

We start a limited number of new engagements each quarter so every project gets a senior engineer from day one. If your timeline is this quarter, message us this week.
Not yet. Etimad vendor registration needs a Saudi commercial registration, ZATCA registration, a Chamber membership and GOSI, which is on our roadmap. Today we prepare the technical documentation a submission needs and coordinate with your Etimad-registered channel for the paperwork itself.
The audit and roadmap work is led from Dubai, with on-site sprints in Riyadh for the interviews and workshops that go better in a room than on a call.
We map your systems and data flows against Saudi PDPL, which has been fully enforceable since September 2024, and NCA ECC controls covering in-Kingdom residency and failover, then rank the gaps by risk and effort to close.
The same way everywhere: volume, data quality, the systems a workflow touches, and how success would be measured. Saudi Arabia declared 2026 the Year of AI, so more Riyadh clients ask for this now, but a workflow still has to earn its place on the roadmap.
Yes. We prepare the technical sections of a tender response, architecture and security documentation, and a data residency statement, and support your Etimad-registered partner or your own registration process. We do not issue certificates; we help you meet the requirements behind them.
Yes. Most engagements involve an existing provider, and we work alongside them, giving you an independent view rather than replacing anyone doing good work.
We do not publish prices. After a scoping call you get a fixed quote within 2 business days, and the scope, duration and deliverables are agreed in writing before any work starts.
Most audits and roadmaps take three weeks, and the AI Opportunity Audit takes two, the same shape whether the client is in Riyadh, Jeddah or Dubai.
